OracleCSService doesn't start on Windows XP SP2 machine

Hello,
when i start the OracleCSService on my control panel -> Administrative Tools -> services, i get an error "Could not start the OracleCSService service on Local Computer. Error 1053: The service did not respond to the startor control request in a timely fashion" How do i overcome this error??

You may need to update or install .Net.

If that doesn't help, try using ccleaner to clean your registry.
