i want to buy radeon 9550 for my old computer which is for movies and stuff...
i saw the open box in the newegg that is from HIS IceQ for 38$ 256mb ddr2 128bit (i thought this is very cheap)

i have 250w which runs with 5200fx
will this 9550 work??

I dont know what kind of movies you plan on watching but it it's anything on a larger TV like 22 inches and above I would think about going larger. I was just at my friends house the other day and he was watching a movie with his 9 series card on a 22 inch monitor and I asked him why he wasnt playing it full screen on his 22 inch wide screen so he showed me and it was super choppy... very low quality.

I would suggest that if you really plan on watching movies at somewhat decent resolutions then get a 2600 pro or xt. It will save you so much of a regretful headache in the future.

Besides I think I saw one for like 70 bucks on newegg. Not that much money at all!

A 9550 will run fine on that PSU, I have had one running in an AthlonXP system with a 250W HP stock power supply.

I'm guessing your mobo is AGP if it is an old system, and has an FX5200 in it, unless that FX5200 is PCI, in which case there is nothing really worth it for upgrades.
