recomendation for my upgrade

i bought my computer 5month ago, i didnt bought my graphics card, so now im getting it with low budget. 150$ for the card and the psu
my choises are ::
Graphic card -radeon 2600pro 256mb ddr2 iceq turbo HIS - 97$ shipped
radeon 1650gt 256mb ddr3 iceq turbo HIS - 75% shipped
geforce 7600gt 256mb ddr3 XFX - 92$ - shipped
PSI -rosewill 550W psu - 52$ free shipping
rosewill 400W psu - 32$ free shipping
fsp 400w thn psu - 57$ shipped
fsp 400w pn psu - 51$ shipped

i know these are alots of choises, but please pick one in each group.
for the graphics card, for your experience, please choose good performance with cheap prise. and i dont care the money with the psu because i know it is very important. so pick one that is super stable.

WTF were you thinking?

You want Nvidia, and Nvidia 8800 series, Nvidia 8800GT is around $200.

I'd stick with the nvidia card, therefore, the 7600GT that you have listed. If possible, I'd get something in the 8 series due to DX10 being out now..

As far as the power supplies, stick with Rosewill. Much better brand.

If $150 is your budget...well the best deal for a midrange gfx is the 3850 which costs like $170. I suppose the 2600XT isn't bad at the price. If you can find a 8600GTS for under $120, it wouldn't be bad either.

um about the tiers things. my guess is that tier is old. it needs updates.
i looked at all the customer review about rosewill psus(newer ones)
and it has like average of 90% of people had said it is good brand
rosewill had higher score than fsp group
but, just my guess~
 
Newegg customer reviews are a good place to start, but remember that they represent only one experience from a person who does not have psu test equipment. The tiered list may in fact be outdated, I do not know who updates it, how often, and what the criteria are. Nevertheless, it seems like a reasonable list, and you can't go wrong with the top tiers.
It is probably best to find a reviewer for the candidate psu that has the proper equipment to test it.
