Frame interpolation, (non realtime)

For those who do not know, frame interpolation for videos is simply where two frames of a movie are taken, and a software program creates a middle frame between them effectively adding extra frames in the video.

I currently use Smooth Video Project to render frame interpolation in realtime, this works fine for all media on my desktop, but my laptop needs to have the quality significantly reduced to where the quality is abysmal.

I was wondering if there is any software that is capable of simply creating the same frame interpolation, and re-saving the video into a separate file with the new framerate.

SVP works using AVS scripts, so if that can help I don't know.
