I needed help with my computer or network card?  
  I just called qwest and upgraded my internet speed from 1.5 Mbps to 7.1 Mbps and i have not noticed much differance of speed. Is there something i need to do on my end.

there shouldn't be. if anything, just restart your computer/network devices.
 
the only difference you will probably notice is ping on games and download speeds. other than that, web page loading won't really go any faster.

You can test it:

Speakeasy - Speed Test

Just click on the different servers to check out your download speed.  Keep in mind that not all servers on the internet will have the same connect speed, as well as how many people are trying to access it.

Hopefully that test will help determine if your on par or close to it.

Well after you upgrade you need to recycle you modem. Unplug for 3 minutes the plug it back in.
