my framwork that i download is not working

What is your OS? WinXP or Win8?

If for WinXP you need upgrade from Framework2.0>3.0>3.5>4.

If for Win7, use the window update feature to update.

If for Win8 you need to go to control panel>programs and features>turn windows features on or off>click the net3.5, then OK. Then windows will download it.
