The Everex gPC is a 200$ computer that comes with Linux instead of Windows.

I'm going to buy/build a computer for my grandmother and I think this machine would be ideal. At first I was considering a Mac Mini but for what she's going to use it for (basically email and browsing) I think a mini would be overkill, and this gPC looks just fine for that.
My question is, if you take shipping costs into consideration, would it be possible to build a pc from scratch for 200$ that would outperform this gPC? If I built it myself, I would still put Linux on there, to keep costs down, so the fact that it does not come with Windows is not an issue.
The big selling point they're trying to emphasize with this thing is the software, and I'm much more interested in if the hardware is a good deal or not. And what better place to ask about low-cost do-it-yourself setups than General Homebuilt?
