kondichael - there is no set percentage at which the 8800GT is better than the X1950T.
You could as a quick and very simple check, however, compare the tests between the two on Toms benchmarks. Take each result for each card at the given resolution (say where a=X1950T, b=8800GT for XGA), use some division (lower result divide by higher result) then multiply the remainder by 100. This will give you a general idea as to what percentage one is better than the other.
Even then, these values will be an approximate figure based on what hardware they were tested on, quality of components involved, etc. Since the results are whole numbers, and no decimal points values are taken into consideration, the accuracy of these results will not be pinpoint.

It depends on what resolution and IQ you use for your games.
And it also depends on what games you play.
For example Battlefield 2142 @ 16x12 4AA/8AF Max Quality the 8800GT would be about 90-100% faster than 1950GT. 50FPS vs 25FPS.
