Cant get grand rail station

hey guys hi,
how do u get a grand rail station in SC4:RH with patch 1. i have three
stations overloaded and a good population.

I don't know for sure if it's true in this case, but sometimes if features
won't unlock, it has to do with the level of difficulty you chose for your
city.
I met all the requirements for the spaceport, but the level of difficulty I
chose was too low. And that can't be altered ;o(
