Most likely, yes. If it's a POS power supply that has a peak of 400-450, then you may have some problems. Also, what is the Amps of the +12v rail on the PSU? There should be a sticker on the side that says "+3v@xA, +5v@yA, +12v@zzA". I need to know that the "zz" is on the +12v... off the top of my head, I think you need at least 26A combined to power an 8800, but I could be wrong.
lol... POWMAX... I saw some really cheap ones at Fry's. The PSU didn't even have a sticker with the specs, and the box Simply had "Performance" in fancy cursive writing all over it and "380watts". Nothing else was listed about the PSU... ha.
Mine's running fine with a 470w@26amp (470w continous, 520w peak)
Some specs say 400w@22amp (I wouldn't myself)

I think you'll need a PSU that has ATX12V V2.2 or higher to run it..
I brought the CORSAIR CMPSU-450VX, it'll be coming tomorrow and my 8800GT the next day. I can tell you then =)
