I have broadband of course with a wireless router. I have a roomate that is KILLING my internet speed. I need to be able to throttle his bandwidth, he doesn't pay for internet I allow him to use it wirelessly so screw him lol.

Qos won't do what I want either. I want to for example set the bandwidth of IP 192.168.102 to a max down of 15K and a max up of 2K.

What can I use to make this possible? We are running Vista and I'd like to either control in the router by buying another router or running software on ONLY my PC, not his.

Help!
