just a quickie,

is it nessecery to directly cool a hard drive, e.g. fan blowing on it.

Negatory, as long as you have a decently ventilated case you should be fine. Most hard drives these days have a temp sensor that can be read with Speedfan or HDtach/HDtune if the sensor indicates a temp that is within the working temp range specified by the manufacturers specs then its all good.

To increase it's lifecycle it is necessary, but not to have it working.
