Seeing a error that I have never seen before

I dont know if this is the right location for this.. I dont even know why I am recieving this error but along with the millions of trouble I have been having since I started this project yet another error pops up...This is the situation my G/F computer when tits up a few days ago I tried everything i could to get it working again only to have to change out motherboards this time its a Syntax K7sd266AD 768 MB Ram DDR trying to run Win XP home well after a few days of trial and error I got the bored to work in the machine and and managed to get the reformat started but now i amon the last leg of it when the comp attempts to log in to win I get this error message "Insufficient resources exist to complete api" then resets it self in a continues loop.. Any ideas?
