Question about Cool'n'quiet

So I was kinda bored and noticed my cpu jumping randomly in speed today and came up with a question that sounds odd to me but I feel I need to ask. Should my Cool'n'quiet be shifting down to 1Ghz for about half a second then jumping up to 2.8Ghz for a very short length of time then going down again? Is this guna cause any harm to my cpu?
