System crashed now XP install disk cant see SATA drives for dll repair

I have a serious dilemma. I left my house for the day and my pc was running smooth as usual. Upon return I saw my screen showing the blue screen of death. The screen showed a code of C0000221 urlmon.dll. However, when I reboot to try and fix the corrupt drivers which isn't too much of an issue, the XP install disk can not see my SATA drives. Now this is the kicker, The BIOS can see the drives and recognizes them and XP will boot up to the animation screen meaning it is using the SATA drives but then crashes with the ....221 code.

So what I am trying to say is if anyone can understand what I just wrote is XP will boot the SATA drives but for troubleshooting and repair purposes using the XP installation disk to do a console recovery it can not see the drives so I can fix my pc and get on my merry way. I have read a few post from various sites and they all have great ideas but my crash issue makes it just a bit tougher for me to fix. Any ideas would be greatly appreciated.
