startup problem with P35-DS3L

The following is my configuration.
E2180 @ 2.0GHz
2GB DDR2 800 RAM
GPU - 8600GTS
I didn't do overclock. But my computer cannot be started immediatedly after a normal shutdown. If the power on button is pressed after a normal shutdown, it cannot be started again until I disconnect the power cable and press the power on button, then reconnect the power cable and press power on button again. I don't know what the problem is. Is it related to the problem of Motherboard or Power Supply?
