How do you make a website like tomshardware?

They have a new content every hour and sometimes every 10 minutes. Do you edit the entire home page of the html file or is it done differently and much simpler and faster?
I want to make a website where contents are always updated.

I just want to know some overview on how it is done, I will try to learn how it is really done later.

I can't tell you exactly how Tom's Hardware is designed, but the home page will be an example of a dynamic web page where the content is generated on the fly from a database or other files. Have a look at http://pc.net/helpcenter/answers/static_and_dynamic_web_pages for a brief description of the difference between static and dynamic web pages. Google will tell you a lot more.
