Change system volume from one hd to another

Hello,
currently I have 2 hds,running with windows xp, one is the system volume and the other is the boot volume, i want to make the boot volume both, how do i do that?

You can't get the system files on the 1st drive and re-point the
Windows folder to the 2nd drive without at least doing a repair install.
