You're at an enthusiast website where people want the maximum bang for their buck...and that means building your own. $400 is a small budget, but not so small as to where building your own isn't better (assuming you have a copy of Windows or you know how to pirate). The ATi 2400 is a bottom end card = don't expect to play modern games. Anyways, if you want to build your own, it would go something like this:

$78 - Intel e2180 oem (ewhiz.com)
http://www.ewiz.com/detail.php?name=E2180
$19 - Freezer Pro cooler (cooler for the e2180)
http://www.ewiz.com/detail.php?name=FAN-AC7PRO

$50 - 2gb DDR2-800 RAM

$40 - FSP 400watt or similar power supply
$60 - 250gb hard drive (WD, Seagate or Samsung)

$108 after $30 rebate r - ATi x1950pro graphics card

OR
This for $130

$90+ - quality motherboard that can be upgraded to a quad core and will overclock like a champ

http://www.newegg.com/Product/Product.aspx?Item=N82E16813128059

$30+ case with 120mm intake and exhaust fans
$30 - DVD burner, Samsung, Pioneer, etc.

Okay, okay, so it's more like $500 +/-, but this would be 10x better at gaming...anything really with the e2180 overclocked to 3.0ghz (from it's stock 2.0ghz). And it will easily handle an upgrade to a quad core later.

Hi Darkribbon
Ive rigged several pcs with intel 2140 and this is a great cpu Its cool and very
quiet in the other hand X2 4000 is a little bit faster but you have risk of high temp

Considering that the x2 4000+ is based on the 65nm brisbane core with a TDP of 65W I don't see how temperature would be a problem.

high temp?

If you are buying a dell you wont be able to OC so the 4000+ is going to be slightly better in this scenario imo.

Best,

The two are pretty closely matched, but the X2 4000+ is a bit faster overall. Anandtech has an article looking comparing these two CPUs (as well as other mainstream CPUs).

Just one question, do you know what speed RAM the Dell system is using? If it's using DDR2-667 the performance scales may fall in favor of the E2140 - C2Ds perform much better with slower RAM than X2s. You need DDR2-800 to get the most out of an X2, but C2D performs equally well with DDR2-667, something to keep in mind.
