MSI Neo2-FR wont pass bios decompression

I recently built my 1st pc and it wont get to the bios, it powers on but at it stops at system diagnostic leds

Im stuck at RED RED GREEN GREEN which the manual says decompressing bios to ram for faster boot

and sometimes

It stops at RED RED GREEN RED which means memory detection

I tried these several solutions of mine:
Solution 1 - Failed (did this several times)
Removed AC cord, Switch off PSU, Remove cmos batt, drain capacitators by on/off , presses clear cmos button and nothing happed
Solution 2 - Failed (did this several times)
Did the same as solution 1 but this time barebone only, open case, no HDD/optical just PSU,mobo,gfx card
Solution 3 - Failed
Use 1 mem stick only and cmos clear
Solution 4 - Failed
Use memory from another pc DDR2 PC2-4300

System:
Intel E2140
2gb(1gbx2) Crucial Ballistix PC2-6400
PC power and cooling Silencer Quad 750
1 DVD-RW
1 seagate barracuda
Nvidia 6200 pci-express (will change to X1950 PRO after finishing the system)
zalman cnps 9700
