Can software/programs meant for windows xp and or for ealier windows versions RUN on windows 7 Home Premium ?

Yes, but there is not a lot of specificity in the question. It is hardware drivers that have to be released for Windows 7 more often. Windows XP drivers do not work with Windows 7. So, any older hardware you have from the earlier Windows XP era like printers, network cards, etc. may not have Windows 7 drivers available from the Mfg. of the hardware.
