When I turn it on in most of my games, I get a thin blue line at the very top and left hand side of the screen, almost like the game was now inside a window that didn't fit on the screen. Anyone know why this is? Is this normal?
Whats your card? Your temps? Your psu? Which games? Sounds like it could be drivers or heat, your card itself or maybe downthrottled card with a on edge psu

eVGA 8600 GT
cpu temp usually around 52-55 while gaming.
I have a brand new enermax 500w psu in there too.
I tried AA with Oblivion, SW: empire at War, and SW: Republic Commando. They all seem to have the same thing, very thin border of blue on the top and left of the screen only. Its not really a big deal since the game continues to run fine but its very odd.
Are they always the same games? And do they ever move? Artifacts move, or are found in different locations from boot to boot, in same game, same frame. Hmmm.. is it inside a window? You can run them this way, or maybe youre not centered on your screen, if its constant.

Its definitely not artifacting since its stable and only happend when I turn on antialiasing.
It does seem like the window isn't centered since the border only appears on the top and left side of the screen. If I go into options and turn it off, its gone. Then turn AA back on, and there again. Its like my computer is having trouble displaying AA correctly even though all that's wrong is a tiny border.
