how's this system/feedback appreciated

Is there any tests that i can run do ensure my processor,memory cards,vid card etc are all working as they are supposed to. I ran some tests at pc pitstop but not sure how accurate or if they test things enough. Im having some issues with my computer as if the cooling isnt enough or memory isn't right. While multi tasking and dragging one of the windows it leaves a blur or shadow if this makes sense. I downloade speed fan and would like to know what numbers i should be loooking at. temp 1/2 hover around 33 and get up to 40 under load. fan 1 rpm is 1585 and fan 3 is 1073 rpm..is that an issue. core temp which is vid card is 51 c under load as high as 59. i have a dell vostro 400 pentium dual core 2 e6550 at 2.33 ghz with 2 gigs of ram, windows xp, nvidia 8600 gt 256 ram vid card. Also, monitor refresh arte is 60hz..is this good or shold it be higher...thansk
