What is the best way to upgrade to a different hard drive without having to re-install everything?
The drive I will be upgrading to will be a lot faster, but it might have less capacity than the one I have now (but still more than enough capacity to store all the data I have).

Get the tools for the brand of HD that is receiving the data.
If you feel that you need more, then try PING. I had a problem with version 2.01.18 booting, as have others. The error was "No HDD Device could be found". I used version 2.01.13 and it loaded. I have done a backup image and restored it, so I know it works. This program is not for the noob.

I am thinking of using Acronis True Image or Norton Ghost 10 because after searching a bit I figured it would be better to keep images of my hd for backup as well.
I'm not personally a fan of Ghost, I used it for years. I hear that Acronis is good. I have Paragon Drive Backup 8.51 Personal, which works good. I didn't mention it because you only wanted to clone the drive and you wanted something free, so the mfgr's tools fit the bill perfectly. I just saw this one and it's free, give it a try.
I used PING on a machine I built recently and it works well too, if there are no complications. I wish I had known about the Drive Backup 9.0 Express freebee.
