Which HDTV tuner to get?

I need help with which HDTV tuner to get for my pc. From what ive been reading on the forums it seems that the Divco is the way to go. I just want to plug in my cable from the wall to the card, will this allow me to pick up programs broadcasting in HD? If i were to get the Usb version could i still get true HD quality channels?
