Horizontal line blinks below taskbar

can anyone help me ..

A horizontal line is blinking below the task bar in my system ..

I need solution to resolve it

What type of bar, is it a windows tool bar looking thing, pixel defect, back-light bleeding? Did you install some type of notifier bar/streamer? Any text in it? If it's a program bar, try right-clicking on it and see if you can shut it off.

I did'nt install anything ..Its windows tool bar looking thing ..for every secong one horizontal line is blinking on my windows tool bar ..

Is it a line going through the tool-bar, like a monitor defect? Can you get an image of it and post it? Try a different monitor to make sure it's not the monitor doing that.
