Transferring files from a dead pc hard drive to a laptop

Hello,
I need to tranfer files from our old PC computer that DOES NOT WORK! to our new laptop ,is this possible? The PC WILL NOT power up so can i just remove the drive and somehow connect it to my laptop? the old PC has Vista,and the laptop has windows 7 will that matter?
 
Find out whether you have a ide or sata drive, then get a usb HDD dock, enclosure or sata/ide to usb cable<(require seperate power source). Plug the old HDD to the dock, enclosure or cable, then plug usb to new laptop to retrieve the files you need.

I'm assuming I could do the same thing using a desktop computer as the functioning computer and putting a laptop hard drive into an enclosure, then plugging it into USB on desktop to obtain the files I want? Any potential problem with competing operating systems?
