22db is 'relatively' low for a PC fan.
18 is very low, high 20s to30s are frikkin irritating.

Wiki spl/db etc so see what is what. Example:

Normal talking at 1 m 2×10−3 – 2×10−2 Pa 40 – 60 dB
Very calm room 2×10−4 – 6×10−4 Pa 20 – 30 dB
Leaves rustling, calm breathing 6×10−5 Pa 10 dB
Auditory threshold at 2 kHz 2×10−5 Pa 0 dB

i think that noise is ok.because in average the back ground noise is 29-30dB.so as long as your fan is not over 30db its fine.even if its over under 35dB but you seat about a meter from it you wont hear it at all.

If you want a real quiet fan, take a look at some of these.
Scythe S-FLEX 21Ds

Good quality and silent.
