I want to install a new keyboard and mouse with a cd. Should I uninstall the old first?

Yes, including any software you installed that came with what you are replacing.

Standard keyboards and mice use the generic windows drivers. Unless you are using something with special features, like a gaming set, you don't need to uninstall anything.
