By the title of the post I thought you were going to post a picture You'd probably get better temps with AS5 or something similar. I'd only expect a temp of 55-60 degrees with your FSB and voltage.
It's close to the thermal limit but not over it.
Recheck your heatsink is properly mounted to the CPU.
The voltages are within specification so no worries there.
The Vcore voltage is infact a bit low for a 4.0GHz E8400.
Make sure you have "Advanced -> Round Off Checking" enabled in Prime95.
I have the same CPU and MoBo. The temp problem is well known just flash the bios and you will be fine.
