I have tried running it but the screen remains black whilst the fans chug away. It also beeps, which I assume is the hardware check up passing? But nothing comes up on the screen, it's not a problem with the monitor either.
I have also tested all the other hardware and it works fine. The only problem is I can't test the GPU because I don't have another PSU that's powerful enough.
I have been told by one person that the PSU isn't powerful enough becasue it only amounts to 22.3amps, but then I was also told that the PSU should run it fine?
The PSU should be good IMO. it has 18a on 2 12v rails (if anyone else wants to chime in) I'm not sure how to calculate it but i'm guessing it is more than 22.3 amps ~ 30+ amps

do you have an old pci video card lying around? it might be as simple as the bios needs changed to output video via PCIe (weirder things have happened --- although I haven't used a board as new as that)
edit: just to be clear, you are only getting a single beep, correct?

Yeah, I still doubt it is the PSU. That guy doesn't know what he is talking about, IMO. I'm not an expert but i've had many questioned answered in this forum concerning PSU and that doesn't make sense.
Also, check your card manual, it should give you some beeps of its own if it is under powered.
Unfortunately, I don't know where to point you. It could be a "bad" psu, but it was working. It could be a bad port on the card.
I guess just try the standard troubleshooting and let us know. (hopefully someone will have a better suggestion than this)
Ok I have just tried out a more powerful PSU, and still there are problems. The CPU fan is not spinning properly from the start, it does the odd random spin but thats it. The CPU is definitely in working order though. I'm also no longer getting any beep. I really dunno what the hell is wrong here.
I would try 1 stick of ram or even a different brand if you have or can borrow some. I read about a lot of people having issues with OCZ ram and don't see what else could be causing this problem
Have you tried with only one stick off ram? Try in different ram slots. Also, can you try a different PCIe slot? Make sure the cards power connector is securely connected. Also, try both dvi connectors on the card.

From another thread, double check your manual and make sure the CMOS jumper is correctly on the run position. (You also might want to clear the CMOS ((reset Bios)) -- follow the instructions in the manual)
