Oveclocking ga-ep35-ds3l and e8400

I am trying to overclock my e8400 on a ga-ep35-ds3l. When I check in cpu-z the core speed keeps changing between what ever the overclock is and a lower speed. For example right now i have it on 4000 mhz but it will change to 2600 every few seconds and then back 4000. Is this normal? If not whats wrong?

It's normal if you have EIST/C1E enabled in BIOS.
Those features adjust the multiplier between idle(6) and load(9).
4005MHz = 9x445MHz FSB
2670MHz = 6x445MHz FSB

I cant find the option to disable this. can someone tell me what the option is called and where it is located?
