Multiply on e8400

I just got my e8400 with a ga-ep35 mobo. I did a cpu-z test and it's showing up at 2.00mhz, 6multiply with 333bus speed. I checked bios and its set to 9multiply which should make it the stock 3.00. I reset it to 9multiply and changed 400bus speed which should give me 3.6. I run a cpu-z test and it's swapping between 6 and 9multiply every few seconds so its going 2.4 - 3.6. any ideas?

It's supposed to do that. You can turn it off in the BIOS.
