Do prices go down significantly enough to wait until after Christmas to buy a processor, motherboard, and RAM? Or are component prices relatively flat before and after Christmas?

I don't know where you are in the world but I know in the U.K there is certainly no major price drops, although I'm pretty sure that in the U.S. prices from some big PC outlets like newegg can fall quite a but in places. It kind of depends what kind of kit your after. If your after the latest and greatest stuff then I can't imagine there being a major difference in price.

Newegg has already been having alot of sales. Seems like they always have them all year around but I've noticed more than usual so far this December. I dont know about after xmas cause this is the first year I've done close price watching since I just built my first system a week ago. I saved about $100 so far with sales and rebates on about $600 worth of purchases.

My advice would be to set up some wish lists at Newegg with components you would like to use for your build and check it on a daily basis to see if anything goes on sale. You dont need to purchase everything at once but if you do buy stuff at separate times make sure you read warranty and return info so you know when you have to make your final purchase so you can build in time to see if you need to RMA or return anything.
