I know I won't be seeing all 4GB of RAM in XP Pro 32-bit, but will 2x2GB sticks still get full use of dual channel mode? I am building a new rig, and want to hold on to my XP a bit longer before I dive into Vista 64-bit. So it makes sense to me to buy 2x2GB of RAM now, that way I have less to buy (and less wasted) when I jump to Vista and put 8GB in.

I just want to make sure that dual chan will work for me if I do. If not, then I will just buy 2x1GB sticks of value ram for now.

Yes, It will use Dual Channel mode

If you see it like two buckets filled with bytes. It will then fetch from both of them, making the combined bus 128 bit wide. It just won't go all the way up to the top.
