i ain't sure but it probably comes down to cost and it will be cheaper to use lower clocked memory instead of of higher priced faster ram, the same thing happen with what type of ram they use i.e gddr2,3, or 4.

Yeap you can overclock safely becouse this chip has max temp of 120C mine 7600 GS silent version worked with 100 degrees while playing fear with absolutely no artifacts.
BTW Asus did the same thing with their version of 7600GS with active cooling, its memory clock is 250MHZ(500 effective) The interesting part is that Asus 7600GS Silent has ddr 400(800) mhz clock speed and when i bought it it was even cheaper than active cooled by 11$ .

But im only going to overclock my memory.. im presuming it will not affect my GPU's temps.. thats why I want to know if there are programs that monitor the whole board of the video card itself, or better, the RAM modules specifically..
I dunno if it can reach up to 400mhZ from 333mhZ

I have my 7600 inno3d runs 530/410 from stock 400/333 no problems at all
