Speed up a slow computer

I am trying to speed up my friend's slow running Vista Home Premium computer. I've uninstalled (temporarily) the antivirus and Windows Defender. I've gone through and removed all unneeded programs. I've also run CCleaner and Windows Disk Cleanup, and removed old System Restore files. Cleaned all the Internet Explorer history, cookies, temp files, etc. I've run chkdsk /r and defrag, sfc /scannow, checked msconfig for startup programs. It's also been checked for malware with two a/v programs, and with an online scanner. But it still runs slow. MS Word 2007 takes about 10 seconds to open, same with Internet Explorer. It is a dual core processor, with 2 GB RAM, used to run very well.

Any ideas what to try next?

Re-install Windows, you pretty much covered everything else. You can try a new user account maybe.
