Alright i posted a thread a while ago about my Psu and now that i have checked the amps while underload (playing crysis dx10 on high) My amps total go to 23-25 and my psu has dual rails both combied at 29a.
So my questions is do i need a new one?
It gets hot and i can start to smell it.
And i was wondering if this would be a good solution
If it gets hot and you can smell it, then yes it's time for a new one.
The VX450 provides more +12v power and has a higher efficiency rating than your current unit, go for it.

use this its a good approximate of how much wattage you need, and if your going to ad new hardware soon then be sure to ad that with the powersupply calculator so that the psu will last you a good amount of time even with some minor future upgrades, if its not enough wattage look at the 520hx its the next step up with a very high amount of 12v amps
cool the amps should be fine im guessing but will 450 watts be enough?
The amps are what matter, most of your system runs off the +12v rail.
From johnnyguru's review of the VX450
"Keeping in mind that this power supply is only a 450W and only has one PCI-e connector, I will say that this unit, rated at continuous, can certainly power any single GPU rig. The efficiency is good, the regulation good, the noise non-existent."

The actual 12v amperage available on your current PSU is ~23.3. This is calculated by taking the 12v wattage(280) and dividing by 12v. I say ~23.3 as it is a lower quality PSU and therefore uses looser tolerance components than higher quality units.
The Corsair 450vx 33amp on the 12v. More than enough for a single card rig. The 550vx gives you even more headroom with 41 amps for a few bucks more if that is a concern.
I would definitely get a replacement before the TT fails and takes other components with it.
