hdtv pci card broadcom bcm7021 chipset

I bought a hdtv pci card with broadcom bcm7021 chipset. No drivers were included and I can't find any online. I've emailed the manufacturer but haven't heard back yet, i've seen other sites selling the card too and emailed them.
Broadcom's website clearly states they don't have drivers, they provide chips to manufacturers.
Card says, Sencore hdtv998.

I found info that Dell may have offered a similar card called PN0X1828. Also this chipset is used in some Dishnetwork PVRs.

Does anyone know of any windows or linux support for a card with this chipset?

I wanted to make a PVR computer with hardware encoding/decoding because my other components aren't the latest.
