Can 64bit be installed with a 32bit licence (OEM)

Hello,

I have 2 computers with OEM 32bit Vista licenses, I was going to reinstall Vista on them however I would prefer to install 64bit. On the COA sticker it does not say if it is 32 or 64 bit, so does that mean that it is either?

I searched for this but wasn't able to find anything, I apologise if it is obvious.
