TRUE can do 3.8 on the Q6600 but i saw some review that WC kit he's got cant match the best of aircool. which unfortunately its the TRUE and Xiggy. so the answer to OP IS NO!sorry.

Wow, no one asks him to run Core Temp and list his VID?

We already know that if he just got it retail, its 1.3000 or higher.

How about Waly, list it!

If you want to take it to the 4GHz SAFELY then you will need a dedicated CPU cooler which must be either a Peltier Effect Block+Water Cooling OR a Phase-Change Unit like one offered by OCZ. http://www.ocztechnology.com/products/cooling_products/ocz_cryo_z
for a surprisingly low 300$ US

I agree with HoLLoW.

Try 1 of these:

Then 4 of these:

Try one of these too:

The Res and pump should also be good, but you have more lee way on getting good gear. Use the largest tubings they all support.

I did alot of testing on the q6600 series, and you'll need some serious voltage to reach 4.0 stable in prime for over an hour. (yet alone, 8 hours.)

And Run Core Temp, and list your VID. That's gonna be a big factor right there. Hope it isn't a retail q6600 from, say, between now and 4 months ago. Gonna be a 1.3000 or worse if it was! :(

Gill! Prolly any case you wanna mod the side will house it. Other than that, a double tower case! I found one, some dude was trashing it, and it's one of those that house double mobos!

So I can use the upper Mobo area for water junk, and anything else, and still have a tower size case left, lol!!

Got me, haven't done the measuring yet!

And I need to build a 300 watt fan controller. The fans pull 30 watts each! x 4! And just in case I do a push pull, thats 8 fans! WoW! Need that 300 watts!

Yeah, I thought about that radiator, but went with a transmission and oil cooler for cars; 1/2" ID all copper tubing, all copper fins. I had to connect the 2 coolant passages with a loop and it gave me an 8-pass passive heat exchanger in addition to my 2x120mm BlackIce.
