Class not registered

Hello, i have some problem with my window movie maker.. its cant capture video.. i try to capture video using my webcame and it doesnt work... i have try run theregsvr32 %windir%\system32\qdv.dll but still the same.. anything u guys can help me??

click add remove software
look on the list, is .NET framework installed?
is net framework SP2 installed? SP3?

microsoft .NET framework 3.0 service pack 2
microsoft .NET framework 3.5 SP1
