OK my sister wants a pc, where she can ungrade easily when she has more cash, since she is a student

E2160 will OC to 3ghz

8500gt or 2600 pro 256 Gddr2
Coolermaster Centurion 5
corsair HX450W
2GB of corsair 800Mhz ram
cheap 250GB HDD
cheap 19" screen
cheap mouse and keyboard
if that all fits into a 400 dollar budget go for it, but switch the corsair with crucial balistic, its on sale for 40 dollars for 2 gigs right now, its much better, other wise its actually quite a nice build go for it
If OCing don't forget a good CPU cooler. Also switch the motherboard to a P35-DS3x if possible. If she doesn't game you can get a 8400GS for $20-25 after MIR.
Yeah, those specs look decent. Don't go too cheap on the graphics because then you start getting into some nasty bottlenecks.
