Help GA-P35-DS4 (V.2.1)
I just build a new computer this weekend and I am having problem with the motherboard. It will not shut down complete with the OS soft shut down. When I physically plug it in the power outlet, the board will turn on the cpu fan, chassis fans, and the power light, but the hardrive and DVD drive will not power up unless I push the power switch. When I push the power switch, it will boot up with Vista. Can anyone tell me if I have a bad board, or I have a problem with my power supply?

I'm not understanding what you wrote. Are you saying your computer will start but your HD and DVD drive do not work?

Hi,
In your place I would disable in the BIOS "power on power failure" or something like that. This feature powers on the computer when power is restored (for example, when you unplug the power cord and then put it back in).
I would check that all the small wires from the power on button and the rest are connected properly to the motherboard.
Also, I would make sure that I have the latest BIOS version.
Hope this helps ;)

Is possible I have bad power supply? Does the fan of power supply run while it is not connect to motherboard?
