when my computer is booting up the dos screen displys briefly and the message therein is C:\Windows\System32> access denied what does this mean and how can I fix it

when my computer is booting up the dos screen displys briefly and the message therein is C:\Windows\System32> access denied what does this mean and how can I fix it

Boot into safe mode (F8) and select Last known good configuration.
