Get a TV tuner card for the laptop. What you can get depends on the laptop brand/model. You'll then be able to watch unencrypted channels off the cable connection. You may be able to get it to work from the cable box if it has a coax output, tune the tuner software to channel 3, and then tune the cable box normally. Although that would take over the TV output so it's a bit useless really.
