Any number of things could be causing the problem. Unplug/remove everything (hard drives, optical drives, floppy, sound cards, etc.) EXCEPT the video card, 1 DIMM RAM in slot 1 and CPU plus heatsink fan. If it still fails to boot up into BIOS, you might try resetting the CMOS jumper to default the BIOS (instructions in MB manual). You may have to try the MB with the video card, ram and cpu outside the case to insure no short is causing the system failure. Beyond that, you will need spare parts like working PSU, video card, RAM, etc. to troubleshoot the system. HTH.
