Right click on the Start button, click "Properties". Where it says
"Notification icon", click that tab. On the right click "customize"
and there should be a list of icons with a button at the bottom that
says "restore defaults". Click that that and save the changes. Now
the power checkbox should work!

Ok, I did everything up until the point of "restore defaults". When I click on "customize", I'm shown a list of icons and the behavior... I clicked on "default settings" (there is not an option for "restore defaults" so I'm assuming this is what you meant) and nothing changed. It's funny though, under the "notification area" tab, there is a header that says "system icons" and you can choose which system icons to always show and the only one checked off is "clock". It also has volume, network and power - the options I want. BUT, it is shaded in gray so I can't even click on it!

What's going on.... waaah.
