Q6600 don't reach 100% cpu usage even during multi-tasking?

So I've been very excited about this Q6600 on my new rig and how well it performs overall.
But the CPU usage has rarely gone above 50%. I'm not on Power Saving.
The only time I've seen it gone to a steady 100% CPU usage is with PCMark05.

Now, I am just unzipping some large file from a DVD and patching a game at the same time. I only see the activity going up to 20%.

I'm wondering if this is normal or something is up on my processor.
Anyone seen or heard this before?

you would need to have 4 demanding threads going at the same time to see ~100% usage.
