I'm updating my CPU, Mobo and RAM and I'd like some advice on a good budget GPU.

I don't play games on it (don't have the time these days) but I run Vista Ultimate and would like to be able to watch downloaded HD content.

A passive cooler would be a bonus as well, or at least a really silent fan.

I have an ATi X800 at the moment but its AGP and I'll be needing a PCI card.

That's a little more than I wanted to spend to be honest, given I wouldn't use it for much.
